I run a personal server which dates back to at least 1.6 if not longer, and I have seen swamps, oceans, abandoned mineshafts, NPC villages, and nether strongholds spawn in new chunks throughout 1.8 and the 1.9 prereleases. You just have to be sure you're out far enough to spawn new chunks, i.e. places you've never been before.
I don't see any mention of enchanted items & repairing in the OP. For example, if I have an enchanted diamond sword and I try to combine it with another diamond sword, does it result in a repaired enchanted sword, a repaired unenchanted sword, or does it not work at all?
So that's how the unfinished (and unreleased) sky dimension looks eh? My guess is that they're reviving it and using their old code as a starting point.
Consider:
The servers are generating a third world area. That implies that they are on the verge of adding a new dimension. However, unless I'm mistaken, we can't get there yet. Which would imply to me that the sky dimension probably isn't finished. Just a thought...

I didn't see a link either, but I took the path for the new prerelease and tried appending _server to it. It's available.
