What block exactly did you use?

I only have the two blocks that the water is in open to sky and I stand a block away from the hopper with a solid block above my head to keep the phantoms from spawning.
Edit: I flip my mouse over when i afk cause I have pets, and all it takes is a little bump to knock the aim off.
Do you pull the rod in without a fish or you just never catch a fish? If you never catch fish make sure the water source blocks can see the sky, it must rain on top of the water when its raining. If you pull the bobber in without a fish then the timing of your clicks is incorrect or you are not aiming quite right. The timing part is critical, if you click too fast it will never work correctly.
Ive been really busy the last couple weeks and I havent even downloaded 1.13 on my 360 yet. I'm going to have some time in the next couple days, so I'll let you know.
They changed the way the spawning algorithm works, subchunk height does not factor into spawn rules anymore. So spawns are attempted at the bottom of the world more frequently. Ilmango did a video explaining the way it works better.
There are a couple videos on Ray's channel that show how to break bedrock in nearly any location.
Sorry it took so long, the past weekend was crazy at work.
To break it you need to use headless sticky pistons. Myren Eario first showed this and later Rays Works adapted the concept to break bedrock in nearly any location to form wither cages. We can't use dragon eggs because there are no lazy chunks.
There is also the correct bedrock formation there too. The issue is that you also have to remove a piece of bedrock in the column in the middle, its not hard to do, but you gotta delete half your portal, and if you respawn the dragon it will regen the portal.
Blast chambers worked for a short time after we got the 1.9 update, then sometime 4j changed block 36 so that it cannot be destroyed at all. The screwy wither behavior came later on. They act the same in bedrock. Wither cages are still possible, but they are a little more complicated than on pc.
Withers can remove a 4x4x4 area around them, including the one above his head. You can still cage them in a 3x3 bedrock formation, but the block above his head also has to be bedrock. The block under his feet has to be obsidian, otherwise the spawn explosion removes it. Next we have to give him a main head target, this can be any mob he tracks, chickens work good. Place the chicken directly above his head so that he cannot directly see it. I cannot remember off hand how high he can track entities, but you will want the chicken as far away as possible. This will focus his main head up, and he will try and fly upward so as not to take suffocation damage. Use tough blocks on the bottom of the chicken cage, they may be struck at some point by a black wither skull. Once he has a main head target he will not randomly shoot blue wither skulls, but you still get black wither skulls, and you have to contain them, cobblestone is resistant and there are other materials that work too. To find the proper bedrock formation is the tough part. There are undoubtedly several in the nether wall, I was able to find over 12 spots in my nether walls. There may be a spot in the nether roof that will work too, what they will all have in common is that you will need to remove bedrock blocks to form it the way you need it to be. This is still possible with most of the tech that myren eario and rays works came up with to break a bedrock block in nearly any location. After we get the 1.13 update all these methods will be useless and although the tech is out there to remove bedrock its not quite as easy as it used to be.
I used 4 pairs, so 8 total, and one detector villager to keep the village alive, and one crop farm was sufficient to keep them fed enough to continuously breed. Remember to keep the crop farm more than 64 blocks away from the doors on the breeder otherwise the farmer will constantly try to go to the village instead of farm.
Edit: when there are 34 villagers the hearts will continue, but no babies will be produced.
They've already taken steps in that direction with bedrock, we'll see how they handle it going forward. As of right now microsoft has partnered with a small number of (extremely popular) server operators, and created a special marketplace where you have to buy currency to purchase maps, skins, texture packs, etc.
Aquatic update is in cert testing. Won't have to wait as long as I thought.
