You can force Minecraft to not use accelerated OpenGL.
Open notepad and write this line
java Dorg.lwjgl.opengl.Display.allowSoftwareOpenGL=true -jar Minecraft.exe
Save the file as bat by choosing All files instead of Text document
Place the file in the same place as Minecraft.exe and run the bat file
This will force Minecraft to use OpenGL in Software mode instead of Hardware mode, while this allows you to play it the performance won't be great.
You could try forcing Minecraft to use OpenGL in Software mode instead of Hardware mode, while this method lets Minecraft to be played on all computers the performance will be low.

You should absolutely be able to run Minecraft at higher FPS, atleast between 60-90 FPS.
I have a laptop that is weaker than yours, but still I get like 40-60 FPS.
Maybe the driver is only for Win XP.
You can fix this by downgrading back to XP.
If there are Vista drivers avaible for the graphics card then you could try that.
Try updating LWJGL >LWJGL 2.8.2<
Extract the file
Locate lwjgl-2.8.2\native\windows copy all files and paste them in .minecraft\bin\natives
Locate lwjgl-2.8.2\jars copy jinput.jar, lwjgl.jar, lwjgl_util.jar and paste them in .minecraft\bin

The error report you posted said you have Windows XP (x86)
x86 is the same as 32Bit
