So with regard to the people who got a cumulative 0.0, we really have no idea how good or bad they might be with redstone. I wonder if it would be most fair to give them a seed of 15, right in the middle?
I built a highly customizable generator that makes a 180x180 city with four levels, towers, archways, fountains, and more, all in vanilla minecraft with command blocks.
The city generator is extremely customizable, allowing you to easily change the style, size, density, and connectivity of the buildings in your city. No mods used, just command blocks in snapshot 14w11b. here's the world download:
Please keep in mind it's not exactly built to be user friendly. It's a very large city, so it'll be extremely laggy while the generator is running. You can try modifying the walls (not the upper 2 blocks) of the building parts to change the style of the city. Since the city is 180x180 blocks, it takes awhile to generate completely. I'd like to put up an in-depth explanation of how it works, but I'm very busy with school at the moment, so that could be a while. Enjoy!
When our device puts the filled bucket back in the original chest, do we have to make sure it stays in the chest, or does it count if the bucket is briefly inside?
Here is how I went through this challenge:
1. Get a design that works (trying to not use much for pistons, hoppers, or comparators as it is low resource).
1.a. I know of two ways to test for items, count pulses or test pulse length, but counting is hard to do compact and cheap...
2. Remove all unnecessary expensive blocks, so I only have two hoppers, one comparator, and no pistons (and a trapped chest if that counts).
3. Make it as compact as possible, just for fun I decided to make one dimension three wide (most logic can fit in that area, but the important part is that you remove air blocks)
3.a. Make sure every block is used that can be used (I couldn't decide where to output the mobs, so I made a walkway inside the redstone for them.)
3.b. breaking symmetry/patterns as a result of compacting can be annoying, but can also show you better ways to compact it more.
Extra note: There is not much reason to decorate (why where there so many posts on this?) and I really like how jmal116 just described the decoration on a few signs. The only reason that I had blocks not supporting the redstone was to show that it is still somewhat user friendly to use even though the inputs and outputs are in weird places.
I was impressed by your use of pulse length to determine the number of items put in the trapped chest. I used something similar, but separated each item into a distinct pulse. It didn't even occur to me that a single pulse for the duration of the items could accomplish the same thing. Great design!

Well, since the filled bucket at the end has to remain in the chest, you at least have to check that the input is not a full bucket
