    Actually, potions CAN increase max health, but only for a limited time.

    You might try putting " execute @e [type=!Player,!Rabbit] ~ ~ ~ summon lightningbolt ~ ~ ~ " into a command block. Also, lose the slash before summon in any case. If that doesn't work, erase the !rabbit. And, you could always use @a [type=!player] for a lot of fun.
