The recommended requirements for 1.6 certainly suggest the 9500GS video card would have been able to handle it, if the 7600GS was an equivalent of the 6600GT if not outright outperforming it, but I don't have that PC with the 9500GS anymore, and even if I kept it if it were still working, its hardware would be obsolete by now anyway. There are prebuilt PC's I recommended a friend buy for his gaming sessions if he wishes to play Minecraft Java, which I do intend on setting up a server for, and if multiple instances are allowed I'd consider both 1.19 vanilla locked, and a modded world separately for him and other friends to join, since I do have a machine that can handle it properly without issue. A PC that would cost him about £550 on Amazon that has a GTX 1650 GPU and a 6 core AMD Ryzen CPU, which is less than what I paid for that prebuilt PC decades ago, which was about £750.
One might think running multiple instances of Minecraft server/worlds on the same system would increase load, in reality it's not that simple, as players are not logged into multiple worlds at the same time, they join one or the other, and when the server application is in idle it is taking next to no CPU time as there is hardly anything going on, except for perhaps the passage of time. Yes there is still a slight increase in memory usage, but it's not enough to matter, not unless somebody is attempting to run dozens of instances on the same system which I think is a waste of resources anyway.
In my view about 3 to 6 different worlds hosted is more than enough to suit people of a variety of playstyles. Modded survival, vanilla survival, creative vanilla and modded creative as well as hosting worlds locked to a specific version. if this friend I cannot mention the name of here for privacy reasons, buys his gaming PC then it'll be worth my time to set up a Java world.
As a long time fan of bedrock edition me and friends have had to put up with nonsense shoved down our throats through forced updates which a corporate empire kept insisting on, and in the end there is only one long term solution left for it, otherwise I simply refuse to play Minecraft altogether.
Even though Minecraft Java isn't known for having good optimization, it's the lesser of two evils considering unwanted content is not optional on BE.
Here's how Minecraft ran on my Quadro FX 1800 (which is based on a GeForce 9600 GT). Sure it's a lot faster than the 9500 GS due to having double the cores and much faster memory but even then the 9500 GS would have run Minecraft pretty well.
This was on an i7-920 with 6GB RAM and 4 Minecraft servers running in the background eating all of the RAM. While the point of the video was to show MC running at high frame rate with the minimum settings
Windows Vista: IMO the best looking Windows and runs great on SP2, but it lacks some things from Win7 and doesn't support newer software without extended kernel.
Windows 2000: Pretty much an older WinXP but with Classic theme. I used Windows Me in the mid to late 2000s so the design is quite nostalgic, sadly I didn't have any PC with Win2K back then.
Windows 8.1: When used with classic start menu it's what I'd say the last good Windows, predating Windows-as-a-Service. It runs great even on older hardware and even on HDD
Windows 10 LTSB/LTSC: What Windows 10 should have been, though I still prefer the old Technical Previews of Win10 from back when it was just like Windows 8.1 with a start menu.
Extra notes:
Windows 11 looks overall better than 10 but has too many issues and missing features. And in my opinion the start menu is worse than on Win10, I also hate the "Recommended" part but thankfully there's a hack to remove it.
I hope Windows 12 will be better but I doubt it. Microsoft will most likely going to continue trying to force the use of a Microsoft account and of course Edge and Bing. Forced updates, ads and other bloatware
Example: the computer at my classroom, runs on ubuntu and still uses a pentium 4. In 2023. I'm talking about a proccessor from 1994-98, I keep forgetting which one of those two years.

Don't try multitasking though. Cpu usage never drops below 100%, so you'll most likely only get a bsod if you try.
