The permit system: The reason we have permits is to prevent citizens and optimates from doing all of the work. By people like me, being forced to employ employees to gain the most money, creates a flow of cash. If I could just do all my production myself, with no requirements for staff, there would be much less money going around to other people in the empire.
The navy is there to protect the citizens. Can you honestly tell me, what good nation would not train up its warriors, and when the need be to defend the cities, the inexperienced soldiers would crumble like leaves before the wind?
Orders.. yes, well, you could go, get a permit for mining, and sell stuff to people like me, but where's your guaranteed wage? I pay my employees a certain wage, where you will gain more for working more. I give my employees a lot of leeway, if you want to farm, farm from my fields, want to mine, afk on my cobble generators (best way for your to gain money), want to kill, get me string, ill pay you handsomely.
The Optimates don't have that much extra power. We vote on laws, that's all we do currently. That will be the job of the senators once they are elected. The emperor sets restriction on things, such as a out of place dirt house in the middle of the city is off limits.

Just a thought, capitalism isn't just an economic system it's a social system as well, where the means of production are controlled by capital (wealth), capitalism also entails absolute respect of private property. Some of the things your "empire" represents are absolutely incompatible with capitalism.
Your system puts way too much power into the hands of governors optimates, and the emperor especially. In a capitalist society, absolute power lies in the hands of the market (not the bureaucracy) and consequently the people of the empire.
The society you've created (especially with the creation of a separate capitalist class) is more reminiscent of syndicalism, and mercantilism, in planned economies in the 1800's.
It's thrilling to take part in a market based society within a videogame, one with a thriving economy. However it's not so fun to take orders from an "Empire" when you just want to build cool stuff with other people.

This is a message for ALL people who wish to apply. You must know how occupation advancement works (Read the first page, you will learn it at some point), and you must choose atleast 1 permit, at a max of 5 (It has been updated, unlike the post). Unless you want to stand there and not legally be able to farm, kill animals, get wood, all that fun stuff, I recommend getting permits. Also, a note, I am employing people with farming permits to farm potatoes for me, at 162 Dinar/double chest, (20%), mine cobblestone from a generator at 324 Dinar/double chest (about 25%, but you supply your own tools) and 2025 Dinars for a double chest of string (No strings attached... pun intended).

Hey fellow imperials
As some of you know, I have been busy at setting up a farm down in the south of the country, Now after a while I started to work on an idea of building some houses for workers (which i would hire) to work on my farm. After talking with Spencer for a few minutes I came up with the idea of setting up a town here instead, So this is what I'm doing.
I currently have only my own farm and 1 house build, the one of Acehard and I will continue building houses here.
I will set up a basic layout of how the town will look from above and I'll try to make it as nice as possible.
Now you might start thinking:
Why would I set up a town near my farm while Origo isn't set up yet?
Well good question.
As some of you know people need to build up Origo which actually is also a bit my job only I have a little problem.
I live around 1000 blocks away from Origo so it isn't that easy to just go to my home, get the resources, go back and work on the buildings again.
The second bigger problem I have found is that Origo is not progressing at all in the way of buildings.
Just one building excists and is being extended each time. And if you compare it to my farm, I keep growing slowly but steady, Now with a small bit of the farm done and the first house done for a citizen I do like to keep going with building up more houses near me. I already have set a certain design for my area and want to keep it to my area aswell, Don't want to mix it up with the style in Origo.
Now that you know why, Let me explain how you can get such a house near/at my farm (Neu Hofheim am Wertesee)
Well As you can see if you are at my farm, I don't make small things in building-wise here.
I'd like to go with decent sized houses where you have enough room to do your things. Store, sleep, craft or stand afk. You could even make your shop in the ground floor for example and live up stairs, there is enough room.
The design:
Well design wise you notice that I have chosen for just a bit more then the usual buildings with 1 block thick walls, mine are at least 3 blocks thick with on the outside 1 block extra to give it a little more depth and neat looking touch to it. Second to that, if I build the house on a slope I will make a foundation for it. Nothing will make the houses fell over with such a solid foundation.
Now how have I made the foundations? is there space in them?
Well I'm not investing time and resources to fill the empty spaces up under neath, instead I use torches to light it up so no mobs will spawn. but this kinda allows you to say that you want a basement and yes, it is possible. there should be enough space you make your own basement, size and all but just remember a few things. Don't make it too deep, don't make a mine in the basement or a farm. This is prohibited and if seen, they will be destroyed without notification. There is 1 rule as well about the exterior of the house, Please do not edit it without asking, I'd like to know if you want to have an extension to your house and we can see how it's going to look and if you like it. Well enough about the design, now onto the next topic.
How do you acquire such a house?
Well, As you can see with these houses, I invest a lot of materials in it and a lot of time in it as well. Remember: Each house will be unique and I'll design every house in it's own way. No house will be the same.
So I have set a price currently of 1000 Imps for it. I know what you are thinking right now, "1000 imps"!?!
Yes 1000 indeed. To the one person it might sound cheap but for the other actually pretty expensive. but this is done to encourage you to take a step into the economy.
Let me explain it a bit more:
You have a couple of ways to pay those 1000 imps:
1. The first way is to simply pay me 1000 imps for the house, pretty simple.
2. The second way however is a little bit different from the first, If you don't have enough money at first you can pay me the price in multiple parts, (example: Pay 250 first, once you have the money pay another 250 until you paid all the 1000 imps) Then the house will be yours.
3. But there is a third way, You come and work for me for 15 real hours and do what ever job I assign to you. Might be that you are working on the farm, harvesting crops, cutting wood or playing with the cattle but it also might be that I assign you the role of a miner to get me the materials I need to build. You may keep 25% of the goods you mine so you don't end up with nothing after you stopped working for the house. Same goes with all the other jobs applied to you.
Now it might be that after you paid for the house with working for me you still want to stay working for me, well this way we will talk about a salary, You will get paid for the things you do aside of still getting at least 15% of the goods you mine/harvest.
And at the end, remember once the houses are getting bigger/nicer the price may go up, but they can also get lower. then I will update this topic to notify you of how much hours you will have to work for me for that amount of imps. (price).
What can I do when I don't work for you?
Well, you may decide that yourself. It might be that other companies are not that far away from the town and are looking for employees or you can start your own as soon you have the required title of Tradesman.
Also just take note that I will be building everything here and sadly but true, I do not allow people to build here on my land,

Social Strata (from highest position to lowest position)As of 4:30 PM, CST July 23, 2015, the Grand Spencorian Empire's highest legislative body (the Order of the Optimates) passed groundbreaking legislation. The New Occupations and Permits (Bill #4) has been passed and profoundly changed the entire occupational system of the Empire. Now, one must only be of suitable Citizen rank in order to have access to all possible jobs within the Empire. Each main job in running a minecraft clan has been made into a 'permit', and an individual may hold 4 at once (with the exemption of a sampling few - Builders, Governor, Minister of ___, and Senator).
This change is so profound that it has even called for changing phrasing in a question of the Application to the Empire!
Don't beleive me! Read it for yourself! (all the below is present in the Imperial section known as "Occupations")
Optimates[/i][/b]
This is the highest class. It is based on merit and ability. It will be awarded after a citizen has demonstrated loyalty to the empire through a major act that greatly furthers the empires goals. Becoming an Optimate will require a vote of the current Optimates as well as the approval of the emperor himself. An Optimate can either renounce his position or be removed by the emperor. The former Optimate will retain full citizenship.
Citizen[/i][/b]
This makes up the bulk of the members of Grand Spencorian Empire. Citizenship will be award after an individual has proven to be an active member of the society. Citizenship will be determined by the Censor*. These people are able to own property, create businesses, and vote, provided that they have the proper credentials. These individuals will also make up the army, with mandatory training in order to become inducted.
*If Censor is absent or unappointed, the Emperor himself is able to judge if one is able to ascend to the rank of Citizen
Freedman[/i][/b]
This is the introductory level into the Grand Spencorian Empire. Freedmen can be employed; however, they cannot own land or vote. All Spencorians are, at first, are Freedmen.
Imperial[/i][/b]
This is a citizen of a subordinate clan. Imperials have the ability to hold the rights of freedmen and the protections of foreigners. They can also gain an expedited citizenship into the GsE.
Foreigners[/i][/b]
This is a special title given to members of other clans who contribute to the greatness of the empire. This title will be appointed to individuals by the prince. Only citizens of nations that have a specific agreement for international ownership with the GsE can receive this title.
Economic Hierarchy[/b]
Occupations require permits; permits are obtained through any GsE University[/b][/i] or from the Minister of Labor[/i][/b]. Any individual can hold unlimited permits, unless a cap is established by the Emperor, Optimates, the Senate, or the Minister of Labor, in descending order of authority.

Miner[/b] [/i]- A mining permit gives a Spencorian the right and ability to mine anywhere within Imperial territory, so long as such a mining operation does not infringe upon the rules or laws of a specific region within the Empire. With a mining permit, people may sign themselves into a contract with a tradesman and provide any mined goods, in turn, for an agreed upon wage.
Woodcutter[/b] [/i]- A woodcutting permit gives a Spencorian the right and ability to cut down wood for commercial sale or private use. One can go into contract with a tradesman and cut down various forms of wood for an agreed upon wage.
Farmer[/b] [/i]- A farming permit gives a Spencorian the right and ability to farm goods of any kind, plant, animal, mob, or villager. One can go into contract with a tradesman and farm various goods for an agreed upon wage in turn.
Rancher[/b] [/i]- A ranching permit gives a Spencorian the ability to hold pens of animals, mobs, and villagers. An individual can go into contract with a tradesman for herding animals, but this permit would more than likely go alongside either a tradesman permit itself or with the farming permit.
Worker[/i][/b] - A worker permit gives a Spencorian the ability to preform jobs of which have not been specified in the permits previously mentioned or that are not covered in permits mentioned further. One can go into contract with a tradesman for odd jobs and return a wage in turn.
Militiaman[/b] [/i]- A militiaman permit gives a Spencorian the ability to be a member of the Spencorian Militia. Militiaman are automatically contracted by the government of the Empire and are ordered at the will of the Spencorian government as necessary.
Potion Brewer (Ale Master)[/i][/b] - A potion brewer permit gives a Spencorian the ability to brew potions and ale for commercial and private use. One can go into a contract with a tradesman and brew potions (or alcohol based on if the server has the brewery plugin) in exchange for an agreed upon wage.
Tradesman[/b] [/i]- A tradesman permit gives a Spencorian the ability to sell goods to the public commercially.
Landlord[/i] [/b]- A landlord permit gives a Spencorian the ability to own multiple houses and/or constructions meant to be occupied (in some capacity) by a player (government property is exempt from this). This permit applies as well to homes that might be outside of Imperial territory.
Builder[/b] [/i]- A building permit gives a Spencorian the ability to build anywhere within Imperial borders. Two exemptions to this permit exists where an individual is only allowed to build ONE structure with a permit and when a WORKER can build a structure if said structure is a copy of a previous design already existing on the server world. This permit is excluded from adhering to the rule of 4, so it can be had in addition to 4 other permits and still be considered valid.
Capitalist[/i] [/b]- A capitalist permit gives a Spencorian the ability to and recognizes by the Imperial government that an individual has control over more than one business or tradespersons (the two tradespersons of which specialize in distinctively different fields of commercial output).
Minister of ______[/i][/b] - A minister of _____ gives a Spencorian the ability to work with the Imperial government in a ministerial position. Those positions are outlined bellow and have the following duties:

Vice Minister of Labor[/i] - Issues Permits in the absence of the MoL and the Emperor
Minister of Trade[/i] - Oversees trade deals with other nations and reviews them for compatibility with Imperial law

This permit is excluded from adhering to the rule of 4, so it can be had in addition to 4 other permits and still be considered valid.

The city of Origo has been rising since its creation many months ago in our exodus from the lands of Halentra. Yesterday, however, Origo experienced one of the single largest constructional developments (within a period of one day) that it has ever had. Yesterday at around 4 PM CST until 6:30 AM CST the next day, Ghostxtfx141 and Emperor Spencier teamed up for several massive builds, the largest of which will be the primary attention of this particular post.
Here, Praeteritum Park rises in the former market area of Origo (dont worry, the market and all her participating stalls have been moved to the port).
This park has been dedicated to the memory of the past Grand Cities of the Empire. These cities were glorious and groundbreaking, setting the Empire into new eras of her existance and being. But what is that behind this beautiful park you might ask? ... let's see!
Greetings from the Geist Museum of Spencorian and Natural History! This museum will soon contain exhibits ranging from the history of the Empire to the geography of the Empire. What a museum this shall be! The museum has been built on the former grounds of the poor houses, is free for entry, and has been dedicated as 'Geist' In recognition of Ghostxtfx141's valient efforts in construction and dedication to the name of the Grand Spencorian Empire.

Lots of New Developments
Greetings my Spencorian peoples! Spring has dawned in the Empire and, with it, revitalized passion for the continued expansion of our most glorious state and country. To be more specific: many things have happened in the past week. The following will be a brief highlight of all that has gone on in the Empire of supreme interest, starting around four days ago. Let us begin.
Better Together
The GsE has now become a tale of two cities as the capital, Origo, and Neu Hofheim are connected via a road christened as 'Imperium Avenue' by its creator and glorious Imperial, Ben. The road itself is particularly interesting as it has a variety of intriguing features that will themselves aid the Empire in her expansion
- It is the largest single road on the entire server of Agion
- It contains small roundabouts that will be used to connect roads from the east and (what little there is of the) west.
The road itself stands as a monument to the Empire's continues spirit and will, despite being in a relative lull of activity alongside the other minecraft clans.
A Friendship Forged
The Grand Spencorian Empire, as of April the 3rd of 2015, officially agrees to the extension of a Mutual Friendship Agreement with the 25th Infantry. Though this agreement is short of an alliance, the Empire and her people hope to see this as a starting point for future relations between our two mighty people and mutual cooperation therein.
Mutual Advertisement Pact
While on the topic of mutuality, the leader of the Prosperous People, Jade1777, approached our glorious Emperor of the GsE with a request for a mutual advertisement pact. This pact would entail the mantra and URL of the Grand Spencorian Empire be made public to a field of over 27,000 independent viewers of a twitch stream that the leader of the Prosperous People owns and operates. In return, the Empire will simply advertise the twitch itself on the mc forums thread and discuss it infrequently. Seeing as this presented a wonderful opportunity for the name of the Empire to reach the ears of those who would otherwise remain deaf, our wise leader seized upon the opportunity and agreed. With this agreement as well enhances the relationship between the again rising TPP and we here at the GsE.
Like allways, my Imperial people, your continued devotion and loyalty to the Empire is inspiring. As stalls begin to open in the city and the buildings begin to take their shape, I trust that the Empire shall soon see its full force on Agion.
