Their TOS don't prohibit gameservers and I messaged EvoBurst's support and they told me that "Gameservers that end up resource hogging, is Not allowed", "RAM is no issue ... CPU, Disk and Network are.", "but yes, we do host quite a few CS:S and Minecraft and a few other weird servers on our services all with minimal to no problems"
DigitalOcean's pricing are very good but I'd also recommend Vultr for a VPS provider since they have more locations (except Singapore), 8 in the U.S., and their prices are also cheaper. DigitalOcean offers 1GB for $10/m but Vultr does it for $7/m. I have an account on Vultr and haven't had any issues, I got my ticket solved in less than 10 minutes as well which is pretty cool.
A 512MB server will only allow around "6 - 10" players on a vanilla server without plugins before getting unstable and slow. It will be enough for the current active players but you might need to look at higher specs when you have to upgrade to allow a higher number of players at once.
Yeah I use PufferPanel on personal server because I'm hosting from a VPS. I don't utilize all of the functionality but it's working nicely once you've got it set up and everything. Though there are some bugs that you can run into like being locked out because you left the email section blank when installing the web panel or being unable to delete an IP address on a node, but other than that it works fine and there are nice graphs that lag sometimes.
For 100+ player slots, correct me if I am wrong, but 256MB should not be enough. You should be looking at somewhere over 8GB to handle that amount of server pressure.
Some hosts are qualified, and Personally I trust hosts with websites more then some person on MinecraftForum saying he can sell you something for double then what everyone else is asking.
Edited to say some, though looking at raw stats, "Other Hosts" ~ 9526 threads, "Qualified Hosts" 64 threads.
A lot of the features that you pay an extra for in game server hosts are things you don't always need such as DDoS protection and 24/7 support team or automatic backups which is why it's sometimes cheaper to just find a VPS and host it yourself if it's just you and your friends.

I'm not completely sure about this but shouldn't you be able to withdraw to a bank account or at least to gift cards? You can sell your gift cards on various sites afterwards.
