All I suggest is something that doesn't move. Like, don't use the matrix thing nor the random number thing. Those characters give me a headache, and usually makes people thing that you're 10 years old.
I try to blend in on my server as much as possible, so I can't really help you on standing out.

Would the two dedicated ip addresses be different? What is Burst Ram? What is HD space? Could you install mods on the server for me and how many would you be able to install? Could I have a modded world and a FTB server all in one? Ex: You spawn in the modded world and go through a portal to get to the FTB world.

Burst Ram is ram that anyone on the node can use. Basically, it's spare ram that you shouldn't rely on for normal server operations, but you can factor that into your ram count when you need to do short brief "bursts" of intensive activity, like worldediting.
HD space is Hard Drive space. The amount of space on the hard drive allocated for your use. Things like maps, plugins, and backups all take hard drive space.
I don't think that mods are installed, as managed services aren't that cheap.
That would take quite a bit of ram, but yes, that's possible, I think. I'm not too familiar with FTB.

Good luck running a bukkit server on 256mb of ram. I'm assuming bukkit because you said stuff about plugins.
On my brand new new bukkit world, with only me on, 300mb of ram is being used.
(Okay, it had some plugins, but nothing major like orefuscator)
TBH, almost nobody does DoS attacks behind a proxy. They are usually kids and as such, will have a free proxy. Free proxies are USUALLY really slow. Really slow means that the launched DoS attack from the skiddie will shut down the proxy, not the targeted Minecraft server. If they can afford a better proxy, then they're probably using a booter as well. Also. DoS attacks behind proxies are only effective against home hosted servers, which suck anyways. A commercial line with the standard 100 mbit line should be totally fine against a proxied hit from a single computer.
As for your netbook. I suggest not even thinking about hosting it on a net book/laptop. It's already bad enough to host it on a laptop anyway. Also, if you'll be playing on the net book at the same time as the server is running. It will not be possible for you to do that.
You just don't simply have the amount of RAM or the processing power to do that without what Tocksman suggested above.

He never mentioned playing on it at the same time. I'm pretty sure he knows not to because he said that he knew 1gb wasn't enough for the server itself. Also, it's not what Tocksman suggested, it's what the OP suggested. Tocksman just helped direct OP to what he was looking for.

To OP, I believe that you can run an okay tiny server on that laptop. Not more than 5 people.
I recommend that you install an OS with CLI only. GUI will take up that precious ram.
A minimal install of CentOS 5 will probably use 30mb of ram or less, considering that I have that OS installed on my VPS with a maximum of 64mb of ram. Using Windows is a very bad idea.
1. Your girlfriend can access the server files over the internet if you set that up for the hard drive where the server files are stored. I don't recommend this. Changing the hosting IP will probably involve pulling out your modem for a couple minutes and plugging it back in, assuming that it's dynamically assigned.
2. You do not have to be on. The machine hosting the server has to be on though, and running the server.
3. Refer to answer #1.
Big Question: No, you do not, but the machine has to be up, and you need to access the computer remotely in case you want to make changes to configuration, or to restart the server (if it crashes).

Just to note, a craftbukkit server uses about 300mb ram with one person on, so unless you're going vanilla, don't take the 256mb packages.
