i would avoid AMD, the phenom is FAR FAR below the i5 in terms of performance, and we have no idea how Piledriver will perform yet as there are no benchmarks, you could add an i3 2120 and it would perform on par with the Phenom and still be able to be upgraded to an i5 down the line, something like this http://pcpartpicker.com/p/5I68 would be better, and it has better cooling for the graphics card

Can you link some statistics showing how much better it performs? I knew Phenom wasn't as good, but from what I was told, it's not THAT much worse than the i5.
Pwntpants, you can't judge performance on GHz. The 2500k wrecks all of the phenoms at gaming.

Phenom II X4 840 is quad core at 3.2 GHz. It's more than capable of most new games. I know Intel CPUs beat out AMD ones. I told him that if he wants to save money he could go with a Phenom, because it's 140 dollar difference and still pretty good, but if he wants to stick with the better ones, go with the Intel.
At a glance, I'd say that's going to be able to run new games just fine. But I will say, if you want to save money, you might want to get a motherboard that supports AMD CPUs.
I know AMD are known to be a little less powerful than Intel, but they're a hell of a lot cheaper. I got the AMD Phenom II X4 at 3.2 GHz for about 60 dollars. Quad core, just like the i5-2500k, and 0.1 GHz lower. Most new games only need a quad core at 2.0 to 2.5 GHz for max settings, so if you want to save some money I'd suggest maybe switching to a motherboard that supports AMD, and getting an AMD processor. I'm not sure about many AMD CPUs though, because Phenom II are getting pretty outdated. If you want to be sure you can upgrade to another powerful CPU, maybe stick with Intel, because the Phenom II series will probably be out in a few years.
An OS upgrade to Windows 7 64-bit seems logical. You may have some kind of hardware issue if your FPS is that low; make sure nothing is getting to hot.(CPU - anything over 70C is cause for concern. GPU - Over 85C *MAY* cause issue)
I have no extra fans, but my temps are actually really good. When running games for a bit, the GPU gets up to maybe 60 degrees Celsius. It stays in mid 30s to low 40s. Everything else is lower.
The GTX 460 is fine for modern games (I have one myself), a 560ti really isn't much of an upgrade unless you get the 448 core version, and even then it wouldn't really be worth the expense. I suspect your performance issues are partly due to your CPU, and partly down to software (eg old XP32 install full of bloat, drivers out of date etc).

Every single component of your system is better than mine. your CPU is nearly twice as fast as mine ([email protected]), your GTX is better than my 9800GT with 512MB, etc. (I assume my 9800GT is worse, since it's around 3 years old now)...
Yet I get over 200 fps with New Vegas, nearly 500fps with Minecraft (both measured with fraps), both fullscreen at 1440x900; I also can get a solid 60fps with Just Cause 2 (with nearly everything enabled fanciness wise), same with crysis. All consistent framerates.
The only thing that doesn't match up with my system is that I am using Windows 7 x64, and you're using Windows XP.

But we couldn't figure out how to remove that level. Because none of the tools work with XP 32-bit.
