Is there a reason you aren't playing 1.13.2? Minecraft 1.13 had several bugs involving mob spawning that weren't fixed until 1.13.2. This bug report in particular https://bugs.mojang.com/browse/MC-135300 should sound familiar. Can you/have you tried updating to 1.13.2?

I didn't even realise that it had bugs, I'll go try it right now thank you! I also added I think 12 more repeaters to the clock but it still wasn't working I'll see if it works now.
I figured that may be the design but what I'm seeing is a guy standing on the ground, staring at a farm with no apparent way to reach the top. Since I have no way of knowing where he is afking I mentioned that wherever he does afk he'd need the 128 block radius spawn-proofed. If he has in fact been afking at the top then that would mean the 128 block radius around the afk point has been spawn-proofed but if he's expecting this thing to just 'work' while he's walking around it then it isn't going to happen. In my experience the content of the tutorial is irrelevant since this is a very simple mechanic that can only really be defeated by user error. Since he said he is getting some mobs it's a pretty safe bet that the slabs are in the correct position and spawning failure would have to be caused by the mob cap already being filled, either by improper spawn-proofing or another player in SMP. Regardless of where the tutorial wants you to afk the principal of 'all spawn locations outside of the farm in a 128 blocks radius needs spawn-proofed' is a universal truth that needs to be observed which is why I don't bother looking at the tutorial itself before telling people why such a thing would fail. I'm sure the designer of this farm would want someone to afk at the top and that would satisfy spawn-proofing needs as well as justifying his statement of 'you don't need to light up caves' but nothing has been said that would lead me to believe he has been afking at the top.
Have you been afking at the top of this platform @postpaper or have you just been running around expecting to to work with you on the ground like that? As it is you have not answered either of the questions I asked in my first post: Is the 128 block radius area around the afk position spawn-proof? Is this being made in SSP or SMP?

I should have been clear, you should check F3 when you are at the AFK platform.
And perhaps build a temporary platform off to the side a bit so you can see what's happening at the farm.
Is the flushing system working properly so that the mobs have time to spawn before the platforms are flushed?
sorry about that here, and I don't know it could be it seems very fast, I don't know what to do with that do I add more repeaters on the side that it flushes out or what?
@InfiniteCorners: The AFK platform in this design is at Y=190, 127 blocks above the surface (which is supposed to be lit) leaving nowhere else for mobs to spawn where they won't immediately despawn.
@postpaper: Did you get the AFK platform in the right place?
I'm not sure just how quickly the "immediate despawn" is but it's possible that the mobs would despawn before hitting the ground if you are more than 128 blocks up. Are you seeing a lot of mobs falling?
Or hanging around on the platforms not falling?
You did place the slabs in the top half of their blocks didn't you? (Except for the roof which should use bottom slabs.)
You never said if you were on a server or single player?
If you press F3 what does it say on the fifth line, starting with E:?, you might as well post a screenshot of that.
The first number is the number of entites, usually mobs but also mine carts etc, that are in your field of view (even if they are hidden) the second number is the total number of entites, if there are a lot that aren't in your farm you need to find out what and where they are and if they are hostile mobs, do something about them if you want the mob farm to work well.
Well as I stated, I built my mob farm 1 higher up then he said but he said it shouldn't matter, so I made sure everything was 1 more high up aswell as the afk farm, I am in a single player world and I did place them on the top half except for the roof, Heres the f3 photo of the entities. I realised there is a lot of entities and I will look around if there is any caves and stuff. I was just at my skeleton spawner and then I looked here and you wanted the f3 photo and so I went to my farm and 3 creepers came down and died. I don't know what this means but if you have an explanation please say so. Thank you so much for your help!

2) Is this built in SMP? If it is, was anyone else online?
The most common cause of failure, for mob farms of this type, are due to people forgetting to spawn-proof the area so mobs only spawn in the farm or they build them in SMP and when other players are online they either stop working altogether or slow to a crawl. That thing is just platforms with 3 1/2 blocks of space between layers, right?
The creator of this design stated that you do not need to light up the caves for a reason that I cannot remember, but he did say that

He said that I would be getting I think around 1200 drops per hour but I'm getting about 20 per hour. I've given an attatchment of a photo of the farm and if someone has any explanation for this please tell me. Yeah, I think to spawn-proof ocean water volume you'd be looking to create a 3D glowstone grid with the glowstone... 7 blocks from each other? It would take some testing but I think 7 blocks apart would be close enough for the center block of water that is furthest from the 8 sources to have a light level of 7. I would definitely hunt for a new farm location rather than doing a light grid.

Wait... is that just the 16x16 chunk outlined or the 128 block radius? If that's the chunk and therefore the center of the area you are starting to spawn-proof then I would definitely seek one without 128 blocks of ocean to spawn-proof. If that's the edge of your 128 radius then I would stay there.

Good luck spawn-proofing. Don't forget the surface as well, even though they'll mostly get killed during the daytime surface is a large spawning area too. I made a farm once and spawn-proofed everything underground but forgot the surface, after a couple game days there were enough creepers/spiders/endermen loaded that my farm wasn't working anymore. Felt like a real novice for forgetting the top.
Okay sorry for keep replying to you but I just found out that quite a bit of the chunk is in water I'll attach a photo, Should I scrap the idea and move on or get rid of all the water in that area? the stone slabs represent the amount of how much is water. I could fill it up with cobblestone but it is an extreamly big project but I have the time.
Yep you found a stronghold, a stronghold is where you can go and defeat the boss known as the ender dragon, and complete minecraft. Unfortunately, before you enter this you need 9 eye of enders where you can place them on the greenish things as you like to call them (end portal frame) and then you gain access to going to the end and defeating the end boss. Please note that if you have just started the game, or you just started your survival world I would not recommend attempting to defeat the ender dragon yet as he is a pretty difficult boss. Have a great day.
If you really want to you can old right click on your mouse then unplug your mouse and it can stay on the right click, personally I have a bad computer myself well its a laptop and I turn down my brightness to its least and turn off any unnecessary programs running in the background, you might wanna work on getting a pickaxe or fishing rod that doesn't actually have curse of vanishing on it as it, well it speaks for itself, it can vanish.
