Not really. The idea is that the hypothetical blunderbuss would have recoil for the user. So when you shoot, it throws your aim off. To counter this, you need to steady the weapon the same as you would charge a bow. So firing fast would quickly kill accuracy, and firing accurately would cost you your speed.
But if one was able to sneak up on an opponent and get close, they could easily fire several dozen times with macros or a quick finger.
Experience levels for crafting is a bad idea. That is a good example of what does not fit minecraft.
Experience levels are for either the expense of sticking enchantments into an object, or the cheapness of a name. Not for something in the middle of reasonability.

When we're talking about Steve's capabilities though, we're not talking about something that's always hastily constructed . Sometimes there's methodical precision in what he crafts; as instanced with the time he willingly takes to smelt the iron needed to create advanced weaponry.
While I'm not a fan of ingredient crafting, we do see it in game, and we can use this as extensions.
First, take an iron ingot, merge it into an iron cube. You can then use an anvil and 5 levels of experience to craft a "gun barrel" which can be used in a pistol, blunderbuss, or musket.
You can also take the gun chamber and reforge it with 5 more levels to create a "rifled chamber" to create a flintlock rifle or revolver.
The gun chamber and rifled chamber will be crafted the same, with the barrel, flint, and wood planks to create the gun. A pistol would require only one barrel where larger muskets would require 2 barrels to craft.
With the above, creating a gun would be quite expensive and require later tech. It would require creating an anvil (30 iron), at least one gun barrel (9~18 iron), and 5~10 levels of experience. Alright, so 5~10 levels isn't so hard; but 39~48 iron is obnoxious to gather at best.
Because of this, ANY gun becomes a far later item to acquire, and if bullets are to be made from gold as anonthemouse has suggested, then it places guns in late-game items that griefers would likely not have the patience to acquire; and places these items firmly in the hands of established... uhh... skillful? Is that the right word? players.
Since the cost is from 3~6x the price of an axe (the most expensive item of the lot), it's only fair that it also has improved durability to balance the cost of investment. A gun will therefore have 500 durability (twice a normal tool), consuming 1 durability when firing a bullet, consuming 2 when melee.
The different guns have already been detailed previously, but let me go and reiterate some of the basic premises.
Simple Chamber Devices
Musket - firing distance: 10; damage: 4 (); musket has muzzle loading of 2 seconds.
Blunderbuss - firing distance: 5; damage: 6 (); blunderbuss has instant reload but suffers from recoil which is reduced by stabilizing your aim (charging right-click)
Pistol - firing distance: 10; damage: 2 (); pistol will ignore 1 but takes 1.5 seconds to reload muzzle.
Rifled Chamber Devices
Flintlock Rifle - firing distance: 20; damage: 4 (); due to rifling, flintlock rifle has muzzle loading of 3 seconds.
Revolver - firing distance: 10; damage: 2 (); pistol will ignore 1 ; fires 6 contained rounds before reloading, but take 9 seconds to reload.
These are just theoretical plans, of course; but the premise is that we can make the concept as complicated as we like without ruining the flow presented by Minecraft.
