You appear to be using the older version of configs. They were completely changed in 1.0.0. It is somewhat possible that this may be the problem, but I cannot be sure without the crash log I requested.
I tried again, same issue with DimensionalControl-1.6.0.jar and BNBGamingLib-2.3.2.jar
There is no crashlog because server runs out of memory after eating it all. It goes up to 4GB then crash.
Crash is an out of memory error. Minecraft usually hovers between 500mb to 700mb. When I update to BNBGamingLib 2.3.1 and Dimensional Control 1.3.0 my memory goes up to 4GB before crashing. World doesn't even load. Server hangs any time.
For some reason, if I have BNBGamingLib 2.3.1 and Dimensional Control 1.3.0 or 1.2.0 my memory usage goes through the roof until it crashes in my dedicated server.
I've been using BNBGamingLib-2.2.0.jar and DimensionalControl-0.14.0.jar without issues. Something in between the updates has a huge memory leak.
The descriptive nature of the file makes the syntax overly verbose. It could have been just a few example lines on the top of the file describing how to work with it then the real deal, instead of repeating it all over the file.
I returned after a years or so and I wanted to see how JAS evolved. Dang, it became overly verbose. Why so much repetition of useless words? "Weight-PassivePackMax-ChunkPackMin-ChunkPackMax":"8-4-2-4" instead of just "8-4-2-4", "BIOME": {"contents": []} instead of just "BIOME":[]
I tried to sort by mob instead of biome and it didn't work. Isn't it the "Sort entities by biome": false? it didn't seem to do anything after reload/restart.
I've used JAS extensively in the past, I liked all the power it enabled. Hopefuly I can learn it again.
Please respect the config folder. It's okay to have the cache outside but config files should go in the config folder. Why? I couldn't connect to the server as a client because missing microblocks, due to the fact that I:flashyMode wasn't set in the client config.cfg file, it meant that the server and the client had different values and didn't generate the same microblocks, I was getting kicked by client server differences. Took me a while to figure that BetterRecords wasn't respecting the config file directory.
Please give us the option to disable update checking, or at least a way to hide the message. I'm using 1.2.0 and it's notifying me I need to update to 1.1.9
Great news! Forge has been updated to recommended version for 1.7.2. Update to .1.7.4 will be cake easy so it's very recomended to forget the wait and just develop for 1.7.2.

I'm following this. I tried it some but I didn't know how to add my own paintings.

If you are tired of working in your mod, have you considered making it open source? Don't let it die, it's a great mod, many people would be sad.

1.7 hasn't been released with the mod API nor 1.8 has the mod API in plans.
And even with the mod api, I think Forge will still be needed to acomplish certain things. Remember, ForgeModLoader loads Forge the API.

There is your problem. No Modloader for 1.6.4
