Yep, that's the way every beginning game developer should start, unless he thinks the graphics and/or sound created by himself are good enough for his game.

Depends. Learn programming if you want to program. People who don't enjoy programming will never enjoy developing games. However, you don't know whether programming is something for you until you tried it. Pick a language and get going. As someone on this forum earlier said, the most important thing about programming is that you just go out and do it. Dive in, and experience it all for yourself.

In that case it isn't called modding, it's simply called developing. If you're going to make a game, you'll need to know that making games is a craft on itself. Being a good programmer is one thing, being a good game developer is something entirely different. Creating good games requires some good programming skills, a solid grasp on Newtonian physics, a good understanding of trigonometry, and the 'right mindset'. Because it's hard enough to make a game on itself, you really don't want to also have to deal with learning programming at the same time. First, get a decent understanding of the language you're using. Java is great, C# is better (And I say that being a Java programmer myself), Python has a very easy syntax but is a bit less suited for making games, although it's not impossible. If you choose Java, you can develop games with the LWJGL or JOGL libraries, both of which use OpenGL, while LWJGL also adds functionality you'll need when developing games, like keyboard/mouse input, full gamepad support, and a lot of useful classes. You can also get the Slick2D API which adds even more functionality on top of LWJGL, very nice especially for beginning game developers. JOGL seems a bit more barebones to me, although it's a great library too. With C# you can get OpenTK which also uses OpenGL, or you can use XNA, which, IIRC, uses DirectX. As for Python, as far as I know the best option is to use Pygame, which, IIRC is a full game development API too.
If you would ask me for a suggestion, I'd say to choose C# + XNA, but choosing a programming language depends about 99% on personal choice. Just keep in mind that it's nearly impossible to choose a 'wrong' programming language, and also keep in mind that if you choose C# or Java, it's easy to switch from one to another at a later point, both languages have very similar syntax. And also note that it will probably take up to 6 months before you actually get to write a game. How much time you need to spend is hard to say, it varies per person. After a month or 3, 4, try writing a game, and see if you can get some basic functionality done. If you can't, don't worry. It just means you need to learn a bit more about programming itself before diving into game development.
Okay, well first off, Java isn't a quick learn. To really fully grasp the basics of it, I recommend following this:
After watching all of those videos and completing the exercises outlined in them, you'll have a pretty good knowledge of Java. Please be aware that there is no shortcut, you learn at the pace you learn and crying about how difficult it is won't get you anywhere. It will take you anywhere from 2 weeks to 3 months to really gain a good understanding of Java, and if you've never programmed before, or if you've only done little programming, i highly recommend that you try another language first and then ease into Java.
Once you've nailed down that understanding of Java, there are some basic tutorials in the modding section of this forum I believe. A little searching for them won't hurt.
