This has been proven to not be a problem. Many free servers have separate levels for each person and aren't any more laggy than playing regular minecraft.
Many servers have a separate level for each player? Really? I've seen servers with private levels all right, but not one each. Also I did notice that it tended to be slow to switch from one to the other, even when it was preloaded. To date I haven't seen any servers with more than 5 or 6 "levels." Maybe laggy is the wrong word, but I suspect this idea would be slow to use if it were implemented.
I didn't mean to use the word "many", but this server I used to go to have at least 30 levels and typing /home would take you to an approx. 100x100 level to build on while others could visit, but not destroy nor build. Every single player no matter how new had one of these levels.
