Although you are somewhat right, the horse will take out a lot of minecart use, for example, in the LAN world that my brothers and I play on, we have a large village thing as a "house". after getting established, we looked for a village, we found one at almost a perfect diagonal to our town, so we build a road to it, later, after getting considerable resources, we built a minecart track to it, due to it being at a diagonal, it took us quite a bit more rails, and got us there rather slowly, but for automation, it is worth it, however, after we had played the world for a much longer time, we decided to find a end portal, which we did, and we started to make a road for it, but later stopped. now, this portal is on a different diagonal then the village, but still very much a diagonal, so you tell me, are we going to make a minecart track to it? Probably not, for two reasons: one, minecarts would be far slower then using a horse, and two, laying all that rail would take even longer then making even a somewhat complicated road, and it would be much cheaper, now of course, we would need a saddle (we only have like 50 of them) and a horse. Now, it might just be me, but I simply must have every renewable resource (whether I use it or not) when pumpkins and melons came out, I had to get them, when coco came out, I had to get it, so, me and my brothers will of course go on a quest until we find horses, because that it what people who play minecraft do, so the difficulty of finding a horse or two will be irrelevant because once we find two, we will likely never use the minecarts again (unless they are already in place), simply because they are slower.
To solve this, I do think minecarts could use a few buffs:
1. Diagonal rails, let be honest, this would be great.
2. Higher speed potential, so the minecarts could continue to go faster if you had enough power rails.
3. Cart linking, I really don't know why this hasn't been added yet.
firstly, to breed horses and to ride them takes a huge toil (find the horses, lead them to the breeding area, wait some time to breed them (they need to grow and stuff) find a saddle, do all the stuff with taming him, and then you free to go) minecart are use for alot of automation (both in item and steve's, trasnportion) if you look at pro-players worlds (like etho, docm77, panda4994) you cant imagine them without minecarts. btw, I don't like horses at all...
