We are a 15 years or older greylisted survival multiplayer server based around the community.
We just started out and have a fresh map ready for eager players to explore and conquer.
Our server has 10gb of ram and has no issues with lag or connection.

For those wondering about 1.13: We will update as soon as bukkit/spigot and the necessary plugins (grief prevention, essentials, etc..) are updated to 1.13. We currently have a smaller world border setup so that when 1.13 is ready we can keep the current world and expand outwards with new terrain generation.

Sorry to say, but it is nearly impossible. Most server hosts do not give away servers and even if you host a server yourself you are still paying for the electricity, internet, and the hardware the server is running on. If you host it on the same computer you use to game on then you are paying with your performance, as well as possibly increased electricity and internet bills depending on where you live and your computer.
Now, I’m not saying to just GIVE up. No. If you want to get your hands on a “free” server your best bet is to find some crazy host who is willing to give up some of there resources to host your server. However, it will be extremely hard to find a decent server host who is willing to do that. So I wish you good luck.
If you need a good quality server host who is relatively cheap I would recommend Shockbyte. They aren’t the best as you get what you pay for but if you aren’t planning to run a giant server then they are great.
If you have a little higher of a budget and are seeking great quality servers I would totally recommend https://theminecrafthosting.com. They are a smaller company but their servers are the best I have ever used.

However this is still a community discussion and nothing is finalized yet. If this is a dealbreaker for you do not hesitate to submit an application and join the community discussion. After all.. that’s one of the great things of a community such as ours.. you get to have a say.
One of the community systems we have right now and that is continuing to be improved upon, is our Nether Travel system. All of the players that we currently have are super nice. This server seems like a great match for you and if your application is accepted (I am pretty sure it will be) I look forward to playing with you.
