I'm thinking it's a driver issue as you are running Windows 10 which has had a very large number of issues with graphics cards whilst trying to run Minecraft.
If you were to install Win 7 I bet you'd be able to play fine.
As far as mod compatibility I would suggest Sphax PureBDCraft as it has resource pack add-ons for a large number of mods. The most of any resource pack I'm aware of anyways, I've used it in the past and enjoyed it.
Oooo you are in for some fun. Personally If I was you I'd jump right into some modpack action as for me that's the best part of the PC version is the abundance and ease of using mods and modpacks. But even just Vanilla is a huge jump into awesome town from the console editions which are lackluster at best.

To my knowledge it is the same as the view distance, Default is set to 10. Meaning as long as your within 10 chunks of the farm it should grow.
P.S. 10 chunks = 160 blocks. though I think the closer you are the faster up to a point but that may be wrong.

I would say there isn't one set way but to not allow griefing as well would be what we back in the day consider a carebear server.
