I have 187 games, I don't know how much they costed, because I've been using steam for two years, but it's not as much as you think because of steam deals.
MSI Afterburner will allow you to tune your settings via the fan manager or whatever its called, but I actually set mine to go higher, at low temps. I like a screamer.

Made by palit if I remeber right? The noisiness is one of their "things". I think you can manually set the fan to 40%, 50% etc. Most likely it is currently set so that it adjust the fan speed by the temps.
Mine is made by Galaxy, but that is mostly irrelevant. Yes it is currently set to adapt to the temperature, and it does, but the problem is, that I can't set the fan speed lower than 40%, no matter what I'm currently doing.
So I just got a new GPU, a Galaxy 550, and it runs games really well, the only problem being the NOISE, it's louder than any other fan in my computer, even when I'm not doing anything at 44º. The software that comes with it to tune the clock speeds only lets the fan go to 40%, no lower. All the sliders are at the default level. Is it normal for such a loud fan? Google has not revealed much.

I believe he was talking about this whole thing in general. Sounds like you have no programming experience and plan to have everyone do all the hard work. You have to have at least 1-2 years of programming experience to even get close to a game. Second, no one will make a game for you if you don't know what you are doing.

Compile means to send the plain text of the code to the interpreter, which then spits out an executable that does what the code tells it to do.
Seriously, start with a source mod. It requires almost no programming (depending on how complicated it is), most of it is made in Hammer, the map editor in the source SDK.
PROTIP: Don't use sketch-up for this purpose, you have to use an actual modeling software, like 3DS max (though is costs $1000), or Blender, that probably works too.
Jesus, this is not going to go anywhere. You obviously don't know anything about making games. Start with something smaller, like a 2D platformer/maze game, or, if you are dead set on making an FPS, you could make a mod for Source/Unreal.
some (2D) games are not the resolution as my monitor, but instead of putting it in a letterbox, my video card stretches it, making it look ugly. I tried following this guide, but when I turn the resolution back to native, it resets the scaling option. I'm running a 5570, IIRC. Any help?

Also, is 77 degrees an acceptable temp when playing a source game?
It's... louder than my CPU fan? What should I use for a benchmark? I can hear it from a good 20 feet away when It's under my desk.
