The only thing I am concerned about is no possibility to see BBCode directly, not in WYSIWYG. But I have sent a feedback message and now I have my fingers crossed.
PS: Put yourselves in the new forum's creators places. They spend a lot of time and effort to provide us something new ("if it ain't broke, don't fix it" phrase is plain stupid, especially with known issues in the old layout). And what they get? A bunch of people threatening with leaving the forums. Think about it. -

I'm positively ("taking most of the load off of the client") and negatively ("having the server doing the heavy work") surprised. Minecraft servers are already VERY requiring hardware. It's good to optimize a client, but what about server? -

Doesn't matter how much you paid, MultiMC is an open-source alternative to Mojang's launcher, it still requires you to have purchased the game and it downloads game files from Mojang's servers, so you're getting the same exact game with all the functionality (including Realms if you're into that). If the Mojang launcher is not even letting you start the game without technical issues, then is it really worth it to waste your time on trying to make it work?
If you're still stubborn on using Mojang's launcher... Just making sure, but every time you uninstall the launcher via control panel, you're reinstalling it with the "MinecraftInstaller.msi" file you downloaded from Mojang's website, right?
Try downloading an .exe version of the launcher from here and see if it changes a thing: https://www.minecraft.net/en-us/download/alternative/
Another idea: try making a new Windows user account and try to install and launch Minecraft from it, see if anything changes.

You can also try running ADWCleaner and Malwarebytes' Anti-Malware scans and let it remove everything it finds.
Or you could just give MultiMC a shot instead.

No. Use ADWCleaner, it scans and removes threats that typical antiviruses like Norton do not look for. You could also use Malwarebytes' Anti-Malware.
How did you reinstall Minecraft? Upon uninstalling it via the "Programs and Features", go to "C:\Program Files (x86)\" and delete the "Minecraft Launcher" folder if it's present. Do the same in %appdata% by deleting the ".minecraft" folder (be sure to back up any singleplayer saves you might have). Then reinstall the launcher

You don't need to install Java separately to play Minecraft, as long as you're using an official launcher, Minecraft will use Java that's downloaded by the launcher.
In fact, if Minecraft is the only thing you'd use Java for, I'd actually just uninstall it.

If it crashes, then post the log. In Twitch, open your modpack, click the gear icon at the top right, pick "Open Folder". Then go to "logs", open "latest.log" and post the contents of that file, preferably on a site like pastebin.org.
If you try to run vanilla on Twitch, does it work?

In earlier versions of MC I would do this command in a command block:
But this no longer works with 1.13, due to commands being changed. From what I read, I found out this should be now done like this:
But it doesn't work. It says entity data was modified, but endermen can still pick up blocks.
How else can I do that?

1.13 hasn't been around for a couple of months. Mods are not available for it yet, neither are OptiFine and, by consequence, shaders.
From faithful packs I recommend Steven's Traditional, Lithos:Core and Faithful Java.
