Hmm...since Diamonds seem to be a key component, and so does Obsidian, how about "feeding" the table more raw materials to raise its base value? Or just the presence of Obsidian and Diamond blocks counts as well as Bookshelves...possibly moreso...such that a library with a Diamond roof and Obsidian floor is even better.

Please add one variable, a loop to check the players current level, another nestled loop to check # of unobstructed bookshelves present, and a back and forward button on the enchantment book so we can choose our enchantment level.
not only is this such a simple solution, you don't get Carpal Tunnel Syndrome. Honestly, I don't think it was intended to be this hard. If it was, enchanting is just fail. plain and simple.
running edit:
-L50 enchant found and screenshot on page 2.
-several hours and over 5000 clicks to get it to show up.
-still only saw a L49 once through the whole process.
-ANYONE THAT ADDS AN IDEA TO THIS THREAD, NO MATTER HOW STUPID, AS LONG AS IT TRIES TO SOLVE THE CURRENT FAILED 'DICE ROLLING' SYSTEM THAT'S IN PLACE, WILL GET A +1 FROM ME.

whales would have to be as rare as mushroom island to be 'rare and mysterious'. ocean biomes are really not that big with a boat...
i've wanted sharks since, forever.
there is already an enchant for a helm that lets you stay underwater longer.
please expand more on the seaweed idea. what exactly does it do for the player?
there are already openings and caves in the bottom of the ocean. look closely....... they are there. and yes they do have mobs and chests in them. a lot of the time they are abandoned mineshafts.
how would a flood occur naturally? the dynamic for water would have to change. maybe excess rain can cause flooding if not a properly sealed area or house...
a shark is a fish mob, you duplicated your earlier idea. and there are fish also. there are also squid.
you use a fishing pole to catch fish. what would a net bring that a fishing pole doesn't? more fish? it would be overpowered if it caught more than one fish at a time. try steak from cows, it heals more anyway.
what would seagulls add that chickens don't?
what would sargassum add that lily pads don't?
i like the paralyze from jellyfish.

im not saying that it's not unrealistic to see an occasional animal out in the water, but after a good 24 hours (real time) in a map, the best place to find a cow is in the middle of the ocean, as far as i've noticed.
what im saying is that something needs to be fixed in the code that makes animals have a propensity to want to seek land after being in the water for a certain amount of time.

i read your whole post and am commenting on this one sentence.
the minecraft you know and love from 1.2 or 1.3 is exactly the same as pre-release 3 for 1.9 except for the food bar.
using any or all of these additions is completely optional.
you still start out having to punch trees.

the only thing that has changed from the old minecraft that you're talking about to the new one is the way you regenerate your health. and you even have the ability to disable it by playing on peaceful.
i dont understand your complaints at all.
you absolutely do not have to use the new content. its not required to be successful or whatever you consider successful in a game that has no end.

the poll is actually quite misleading to the OP's post.
someone 'can' miss the old minecraft but still be excited for the new content, which is where i fall.
you're forcing people to say that they do not miss the old minecraft in order to disagree with your opinion that the new minecraft sucks.
a more appropriate poll would be 'do you like the old minecraft more than the new', yes, no, whatever.
