The command works perfectly. My guess is that you are not generating the item correctly. Use this to generate a new feather and then try the detection command again:

if it is the player's level, then your friend could easily have obtained a level or two from killing anything or mining anything.

Your command won't teleport the player to the bedrock box once the wither is killed. Pentium want to teleport the player to the bedrock box once the wither is killed.
Your command will teleport the player to the bedrock box when a wither is existent, which will result in infinite teleportation.

And put that in a repeating command block on always active.
Now you got a mob that's looking at you 24/7 until you disable that repeating command block

You will be able to spawn stray cats in an artificial village.
Maybe try increase the number of beds and doors in the area for the villagers to use.
