Having it on PS3 and Xbox only add another layer of complexity to an already big project. I suggest starting off with PC only and after releasing it and making a bit of money, THEN you can get a dev kit for both of those platforms. Also, indie games do much better on the PC (assuming this is going to be an indie game). Like I said earlier, I'm only 14 but I would be happy to help with the business aspect of it.
EDIT: if you want your game to have any kind of portability, do NOT use C#. If you do, you'll need to completely rewrite it in C++* for the PS3, plus the aforementioned dev kit.
*this is based off a google search, I am by no stretch of the imagination a professional.

Something epic. To me this game makes me think of Mass Effect/Crysis meets Darwinia. And the soundtrack should reflect that.
A couple of questions I thought of. What platforms are you going to release it on? How much will it cost? how are you going to pay anyone who works on it? You know, logistics stuff. I could think of more if need be.
Being only 13 I have idea. I might hire someone to take care of that.

I'm guessing this is not the time to admit my childhood TV knowledge is limited to Channels 1 to 5.
But more broadly; kids TV in general is definitely becoming worse. The main reason is that they're sold on their merchandising potential first and foremost; before their actual quality. There're too many shows that feel it's appropriate to use vocabulary of a similar level to the child instead of challenging them to learn new words and idea that in some cases might push them to think a little.
But this is just an opinion of a guy who was raised only understanding English, but watching gaelic TV and not understanding anything more than that there was a funny beardy man who hung letters on his washing line.
