Try going to the profile editor and edit the forge profile by clicking the box to the left of JVM Arguments. Change the 1 to something higher like 2 or 3, then the game will run on more ram. My game runs on 8GB of ram and has no problems with this version of galacticraft.
If that does not work I suggest backing up your saves and deleting the rest of the minecraft data, then re-download the launcher, open launcher for first run launch game then close, run forge then open launcher and load game then close. After that add the mods to the mods folder and launch and it should work.
I had the same problem. I fixed it by deleting the files the server creates and re-download the server application. After that you can play the server with the settings you want now.

Optifine and Galacticraft are having a conflict. The fix is to remove one of the mods and wait until they can work together.
