I haven't been messing with the actual *.jar files in a while. It's much easier using a program such as Multi MC (a launcher with a little more functionality than the vanilla one) which allows you to load the *.zip (such as BBOR for vanilla) files as mods without having to mess with any *.jar files.

Not sure if you were looking to host yourself or just looking to find players. But I can host & I know how to administrate a server.
What I can bring to the game is basically a lot of IT knowledge & nearly 20 years of experience in playing PC games.

I'll probably use this Forum some time this week to just invite players in order to give it a good hammering to see what its limits are, before I can host something 'official'. If you're interested, get in touch.
A bit about myself: been working with IT for nearly 20 years (starting with a 286 in 1991 or so, as a kid with games such as Wolfenstein, LHX etc. and about 11 years in a professional capacity), so know what I'm doing & I've been a Minecraft player for about 2 1/2 years.

Depending on how many users the OP envisages coming on-line at any one time, the server doesn't have to be quite such a beast if it's dedicated to solely to being a server (i.e. no one actually plays on it as well) and it's got a proper OS (Ubuntu Server for example, less hungry on resources, thereby enabling more resources for MC).
Lag is mainly caused by the internet connection, as most home-users running a server will have asymmetric DSL connections, meaning the upload is way slower than the download - and the upload is obviously needed to serve data to all the users connecting. A great illustration & real life example would be the current UHC series (5), where some fierce lag almost disappeared after just one player was killed.
Obviously if you're renting a dedicated server somewhere, you shouldn't have to worry about any of this, as my comments mainly apply to a home-user type setup.
