We're based in the US and should meet all your spec requirements, we use Intel E5-1650v3 CPUs for our Minecraft nodes. We operate our own network and should have low enough ping to Australia but you didn't list a specific latency. A consistent 160ms from a central US datacenter is what I would expect though, I can provide a test IP if you PM me.
I agree on running things without a panel, it's what I do for my personal FTB Infinity server. I'd recommend getting a gaming VPS (or any VPS you're sure will have a good CPU and SSD) and move from there. We offer them and have current discounts running! If you're not familiar with Linux we can help get you started as well
We host Spigot servers free of charge for communities looking to get started but because Pixelmon is such an intensive modpack we can't give them away, sorry. $5/mo will get you a server capable of hosting it but I would recommend 2GB of RAM at least!
So most hosts want you to have a unique idea or a YouTube channel with at least a small community to do a sponsorship. This is more of a business deal than a free server: you agree to help them get new customers from your existing or growing community and they agree to help cover the cost of your server. If you have a good idea most hosts will do the sponsorship without profit sharing as it complicates the deal, though this is only my perspective. So, if you have a great idea or a small community already this is the way to go.
As most people don't make videos or have a custom server made then sponsorship isn't really possible. But, other free hosts are setup so players can get their feet in the water with server administration/setup. If this sounds like you then a host like us (free plan), triangle.gs, or another free host would be the best option!
