Found another two missing textures from Base Metals. The Cold-Iron and Steel trapdoors. The steel one even has a messed up world texture though the hitbox is correct.
You are right, there are missing textures with the latest Base Metals. Is fixed for the next release.
However when just loading the latest Base Metals and Tinker's Con, all the tool forges look fine-- using the version you mentioned. It must be some other interactin with your collection of mods.
EDIT: I've noticed that the TinkCon tool forges (of non-TinCon ores) loose their texture if you switch texture packs after placing them in the world. Additional toolforges will use the texture from the current pack.
The Tinkers issue is with the upgraded tool forge. It uses the metal block texture from whatever metal is used to make it. with your pack, there must be something missing in regards to ingots/blocks because that texture is missing.
I just tested it with 1.9.4 Substratum ore blocks show up fine on the TinCon tool forge.
Then, with Forestry, there seems to be a similar issue. The Apatite ore has no texture and also doesn't use the default texture instead. Plus, even though I don't personally use the Forestry ores/ingots, those textures are missing too.
That was my fault. Due to typoes, all of the forestry support was broken. It is now fixed for the next release.
I'm not sure what causes that but sideways turned blocks render like light blocks. I mean they don't have the smooth lighting shading. You can notice that by putting them next to a vertical pillar block regardless of the type. (Sorry for my bad English)

hey, I was having the same problem and... none of these are helping. the only way I could get it to work was stealing the meta file from another pack, which kind is a problem because one day I would like to possibly distribute the pack and it currently lists it as something other than what it is.
Sounds like whatever editor you are using to change the name is saving it in something other than plain text. Don't use Word or anything fancy. There should be dozens of free apps for you system that can save it properly.
I have used the wiki on creating a Resource Pack and my new pack will not show in minecraft available Resource Packs. I have created a folder in .minecraft/resources.

It should go in "resourcepacks", not "resources"
"1" is only correct pre 1.9x. For 1.9 & 1.10 the pack format is "2"
