Even if it is only three ingots, as you suggested in a comment, that's still pretty expensive for a oneshot item. I mean, you use 8 gold nuggets to make a normal golden apple; yes they're expensive, yes they're a oneshot item, but the benefits far outweigh the cost.
These keys for locked chests, however: the cost far outweighs the benefit. In this kind of case, you'd be most likely to see people just ignoring the locked chests because they aren't worth it. Well, I take that back, it depends entirely on what kind of loot is inside.
If it'll be solid filled with stacks of diamonds then maybe the expensive oneshot key is the way to go, but then the problem isn't with the key, it's with the loot. Stacks of diamonds are absolutely wonderful and all, but it's a little bit too much and also disappointing, in a way. It means you have basically no reason to mine again ever(unless you need iron or other materials for particular things, that is). Not that I'm implying that would be your idea, but maybe if you could tell us what your idea for better loot would be?
Also, about being able to lock chests yourself: yes, this might not seem like much in singleplayer, but in multiplayer? Sometimes it's incredibly necessary.
There are plugins for locking chests, but Realms servers of course can't have plugins, and some people prefer to have their server be as vanilla as possible.
So locked chests would be a wonderful thing for multiplayer, especially on servers where griefing and stealing is allowed. It means that you can keep your precious things (relatively)safe without completely filling up your enderchest. For someone who doesn't play multiplayer or who plays with a small community that doesn't have to deal with thieves, being able to lock chests yourself doesn't seem like such a great idea, but for those who do, it'd be pretty awesome.
But this again ties into the oneshot problem, because again, if it requires three gold ingots for a not-very-powerful oneshot. Locking and unlocking chests is great, but it's not worth three gold ingots. I mean, think about it: how many chests do you open on a daily basis while playing minecraft? The answer would probably be "a lot", especially if you're far enough in the game to have more than three.
So there are my thoughts on the matter; I hope you'll take time to consider this.

Also... Something that I've been wondering about with mods. (Kinda unrelated) can you put mods on a server as a plugin, and people don't need the mod to play the server? Just curious...
