i quickly searched your seed and found one: x:-1773 z:2252
i too hadn't seen an ocelot since the update but now see them all the time in a small jungle by my main base.was able to tame one but haven't been able to tame any more but they are still there.
if you don't have any luck with your world (or the one posted above) let me know and you can pop in mine and give it a try.
the weird spots are usually generated when increasing the size of the world after the new update. but lets face it, they've screwed up the biome generation in this update.

couldn't you start with something simpler , like world peace
