They can. Check out the iCade. Also jailbreaking isn't illegal.

Pretty much what the title says. This would enable people to use a physical controller without having to buy a new phone or rooting/jailbreaking (half of the time leading to buying a new phone). The Xperia Play isn't the best phone and bluetooth controller support isn't that hard to code. Plus there is a wide variety of controllers out there and so far only 1 released "gaming phone."

Also I actually bought an iCade Mini for the purposes of playing MCPE, so Mojang better deliver.

Is there any way to use the iCade (or any of it's variations) with MCPE? (iOS or Android, it uses Bluetooth but it was made with iDevices in mind.) Other than the obvious differences like the orientation, I think it would work well. If not then this is a suggestion thread, I guess.
