Mostly it is what you think is best. As long as you don't give them everything, they can work with that. Potions are something that you could include in them as well.
Possibly different kits that people could pay for depending on what they want out of it. So that it appeals to more people. Such as a redstone kit that has the sticky pistons and a handful of other redstone stuff that they need, so that those that like redstone could be inclined to get that. A builder could get a kit that has alot of building stuff in it. Get the idea? Make it fit the players and appeal to them.As to handle cooldowns, that is all done thru Essentials as well, you can set it to be as long as you want. -

If you want groups, I highly recommend you look at bPermissions. I recommend you look at essentials for basic commands or lightweight essentials if you only want a few. Second thing is you might want to look at worldguard if you want to disable TNT or firespread. If you wanna play with those things on, you don't need it. After you do setspawn, it should give that spot the name "default". I'm guessing that if you change "spawnpoint: none" to "spawnpoint: default" that may fix your problem.
