Declare, it may take a little longer - I'll test what stuff is safe to use without distoring colors.

GIF - NOT SAFE - only 256 colors
JPEG - NOT SAFE - artifacts
TIFF - SAFE ONLY SOMETIMES, different compression modes - nobody I know of uses it, deprecated?

MS Paint - SAFE
Paint.NET - SAFE with most effects being an exception
GIMP 2 - SAFE with most effects being an exception
Photoshop - someone else test it, please
Browsers:
Microsoft Internet Explorer 7 - NOT SAFE - screws up colors, saves as BMP

I just noticed, it behaves very weirdly...
If I run it from Dev-C++, it works fine. If I run it from the folder that has been zipped, it works fine, too. I guess I could have missed some files or needed DLLs, I'll check
EDIT: that was too obvious - I forgot RectTool.bmp, reuploaded...
