This is a mod I would love to work on! The only thing hard for me would be the item images, i'm not much of a pixel artist. But just like the other guy said, I would need to widen some of the restrictions. For the specific blocks destroyed I could probably spawn a creeper that auto blows up if it hits a block.

While many people today are into the idea of rocket launchers in Minecraft, they're thinking of a weapon, which, in my opinion, will never make it into vanilla, but that's what mods are for. However, not many people see the real possibilities of rocket launchers - not as a weapon, but as a tool.
This would just be a tube with handles that can fire a projectile in the direction it's pointing. The basic crafting recipe would look something like this for the actual tool:
[empty] [redstone] [empty]
[gold ingot] [bamboo] [iron ingot]
[stick] [empty] [stick]
Why this? The gold will form a tube to guide the projectile, iron serves as a strong base that can take the explosion, redstone as the ignition system, and sticks handles.
Bamboo forms the base to work with, and also makes it more realistic, since the Chinese made something similar around the 1100s, and seeing that those were weapons all the way back then, and Minecraft's technologies weren't all around in our world till about 122 years ago, it seems like it's not too much of a wild idea.
(Plus, for all you people who think Minecraft is medieval, try making two diamonds and a stick into a fully functional sword. TODAY.)
This rocket launcher would take about 80 shots to break and would be repaired with itself in an anvil. It would only deal 3 hearts on a direct hit, with 0.5 - 1 heart in the blast radius. It would also have around 3 knockback. In short, it would be much weaker than just using a knockback enchanted bow (5 hearts fully charged). Also, it can only destroy:
dirt + variants
cobblestone + variants
stone
sand + variants
coal ore
So basically, creepers can break the same blocks as this, making it a mineshaft builder, not a troll weapon. (But hey, we can always knock innocent sheep of mountain cliffs too. Heh heh.) It would dig about 4 blocks deep. It would also push you away from the central point of explosion in all directions, allowing you to jump/run higher than usual (aka rocket jump). Finally, it would drop all blocks it destroys, including mob heads, since TNT does in 1.14 on.
Now for the projectiles. These will basically be an iron shell with fins to keep it straight and ignite the fuel and what will explode. For a recipe, it would look like this:
So, clearly, the limiting factor on these rockets is gunpowder. This will explode after it flies about 8 blocks or impacts with something. However, we could also use fire charges, like this:
This will travel 12 blocks or impact before exploding. However, gunpowder rockets will only make a 2 by 2 hole 3 blocks deep, compared to the standard fire charge rocket (5 blocks deep, 3 by 3 blast radius). The recipes would make 2 of each, respectively, and they can stack up to 16. This means 5 stacks of rockets will fully use a rocket launcher, so keep that in mind.
In addition to being superior to gunpowder rockets, you can use or upgrade fire charge rocket projectiles into piercing or rebounding projectiles. Piercing projectiles are a fire charge rocket projectile plus a diamond directly over it. These will go into walls or players, dealing 3.5 hearts on a direct hit and blowing up 9 blocks deep instead of 4. Rebounding projectiles are a slimeball directly over a fire charge rocket, and won't detonate on impact with anything, but simply bounce off in the other direction and travel till it goes its full 12 blocks. It can bounce infinite times till it explodes.

It might also be cool if the different banner types, when combined with the wool armor, did special things when the player wore them.
(Ex.: Creeper shirt: Creepers start to walk toward you when you are closer than normal.
