The problem here is most likely with your port forward. Verify that it is open at http://canyouseeme.org/. If that fails, go to portforward.com and look up a tutorial for your specific router. Some ISP's do not allow port forwarding, so that would also be a nice thing to figure out.
Edit: Do you also have a port forward for UDP? I'm not 100% sure if Minecraft needs both open, but it's worth a shot.
We need more information than you have provided to help you with your problem. Ask your friend if he has any errors or warning messages showing near your name or on his client. If there are none, a quick reinstall could fix an issue he's having.
There are a variety of things you can do to help advertise your server. Before I explain some common methods, I would recommend getting a paid domain name, or if money is an object, get a free .tk at dot.tk. This requires almost no time and looks better than a free sub domain.
The most effective way to advertise your server is by posting on various forums. This forum as a very good server section where you can post information about your server, and it will certainly attract more traffic. Make sure you have detailed posts with pictures of the highlights of your server. I don't want to advertise other forums, so do some quick searches and you will come up with many other places you can advertise.
Another good way to advertise is through other players. If you have a player log on that really enjoys the server, he may tell his friends, and his friends may tell his friends, and so on.
The issue you are having is not due to the ip, it is due to the fact that you have not portforwarded, or have not done so correctly. There are a variety of tutorials online, but I recommend checking out http://portforward.com for some step by step directions for your specific router.
If I misunderstood the thread and you still want a redirect, there are a variety of methods. You can purchase a domain name and have a subdomain redirect to your ip, or you can use one of many free services. One popular service is no-ip.com.
Have you confirmed that the settings you changed in your router were done correctly? There are some very good step by step portforwarding guides on portforward.com. If this is not the issue, please reply.

- Do you have any plugins other than dynmap installed?
- What is the difficulty set to in the server config?

I set up a temporary server to help you find the issue. In your essentials config file, look for this.
# Setting this to 0, will disable overdrafts/loans compeltely. Users need 'essentials.eco.loan' perm to go below 0.
min-money: -10000000000000
By setting this to 0, it should stop average users from going into the negatives.
