    They are both the same thing really, except fpsplus+ has some extra features, and no it means you did it right.

    you can connect to a server that does not have the mod, however the server can also run the mod to get a bit of a boost in performance server side. Same goes for a client that does not have the mod and a server that does, both can connect fine. As as how to install it with FTB, (i vaugely remember) but there should be a menu that lets you put mods in the modpack, and within that menu there is a tab that says core mods or something(optifine,FML,forge will be listed there) thats where you install FpsPlus. And add the startup parameters, there should also be a tab like that somewhere within the launcher im not sure.

    Depends on your cpu, there is no definite version that boosts your fps. However if you have a slower\older (mostly older) cpu, any version should increase fps. If you are using 1.6.4 then download FpsPlus v2.

    This simply means you poorly managed your previous OS drivers/java. Linux itself does slightly poorer when all else is equal.
    Yeah some people dont benefit from it as much as other people, all depends on your computer.

    Before installing Linux: 13 FPS but got laggier over time

    That is not kidding. (With LXDE, not Unity. Unity is a real hog).
    Sometimes, I've tested minecraft on arch linux(my main os) and debian wheezy and both times the game ran worse. I triple boot win7, win8 and arch linux now, and while I do my everyday stuff (browsing, coding etc) on linux, I will still only do games and the like on windows. Linux is still a little bit away from being able to get really good 3d support.

    1.6.2 is a little werid, I might take a look at updating that version. The mod wont say it is loaded, but you should notice a little boost at least. It really only affects processors that are slow and have a small cache, which now is not alot(09 and lower things like dual cores and laptops\ lowend dekstops.) Some computers react badly to the optimization because they already do a faster job, As long as you are not getting any fps loss I would keep it installed.

    FpsPlus+ has extra fixes for things like enchanted items lag. In the newer releases there is only going to be FpsPlus+

    EDIT: I think you should make WAAYYYY more mods (if you can. I'm not pressuring you.) Since it only modifies 1 file, I think you have lots of free time and could learn easily. (Unlike me with my useless internet connection), but please make more mods. I love this one, and I'm DEFINITELY getting it if Forge comes out for 1.7.2. Ya know that green button in the lower right section? I'm gonna MASH THAT BUTTON. I rarely comment (that doesn't mean I'm a critic) but this mod made me COMMENT THIS REALLY LONG COMMENT. So please, make more mods. FOR OUR SAKE!!! *puppy eyes*
    Hahaha thankyou :). I've been waiting for 1.7.2Forge to be released before I think about making any forge mods( that was always the plan, and to add more stuff to FpsPlus in 1.7.2). And haha I have useless internet too:) (12Kbs TMobile Hotspot:( I will have fast internet all the time pretty soon though).

    Yeah, the mods dont conflict so you dont need to choose one over the other, you could run both and just turn off the fast math function in Optifine.
