I would like to build some sort of glass dome in the Nether, and put a farm with some animals and stuff there. The only problem would be pigmen and magman cubes spawning.
While I really like the idea, I think it would be much simpler to have ships made out of blocks, like the Zeppelin mod. It would be easier to add on to, and allow for more creativity too.
I don't have the snapshot, but does the Wither die by lava? You could probably kill him pretty quickly that way, but you might lose the star if you aren't careful. Maybe if you only use it to get his health down pretty close to death, and then quickly use water on the lava, and then kill him by hand. Just a thought.
I think Jeb or another Mojang employee tweeted before the 1.3 was released that the modding API wouldn't be in 1.3 and also not in 1.4 since it takes a lot of time to develop that. Now since most mods are out for 1.3.2 I guess that only means that the cooler ones like Zeppelin and Ships and Boats are too hard to port to 1.3.2 and probably will get abandonned somehow, the modders just doesn't want to tell that because they would be spammed to death with request for them to continue their work.
I could be wrong, but I believe they still plan to add the modding API in 1.4

I believe he used a list of what blocks can't be placed instead of what can be placed, so yes, it would probably work.
