Not too sure what you don't understand here. I completely reset my computer, everything got deleted. I redownloaded everything fresh and still not working.
I'm using Windows 10, I've used it since it came out, and loved it. I don't know about my network card, but I can tell you Minecraft is the only thing doing weird ****. My PS4, other games on PC, chrome, phone, etc are all fine still. Its just Minecraft on the PC, which leads me to believe its a port or something, which makes no sense, considering it was working fine until a few days ago.
I've completely reset my computer, reinstalled all my stuff, minecraft, java etc, everything is at the newest version. Still getting connection refused. I actually don't know how to check my ports, but I'll look around and do more research. So I've eliminated my computer, thats not the problem.
Oh, bump. I need this fixed soon, I actually just got whitelisted to an SMP and its driving me nuts. As for what I did before it started this- absolutely nothing. Nothing changed on my router, minecraft, or anything. I didn't even play minecraft the day before it happened.
Whenever I try to connect to any server, I get connection refused. I don't think its my firewall (seeing as I don't have one and I keep windows firewall off) , but I've tried quite a few different fixes from google and none worked. I've tried restarting my computer, MC, and my wifi quite a few times.
Aerocool DS 120mm Blue 81.5 CFM 120mm
$16.39
Total is $403. As I said, I have a $400 or so budget.
I also plan on playing other games at low settings, as I can stand low settings quite well.
Finally, I will be playing Modded Minecraft, But, Hopefully, Nothing TOO intensive, so you might consider adding 8gb of DDR3 in that budget.

Yeah. I deleted literally everything. I reset my computer back to the default windows 10 and redownloaded everything. Still getting the error.

I am on a budget, $400. IF you change something, remember that.
