All you have to do is rename it. Just name it "clouds", put it in that folder, and replace the old one.
I've been doing that, like, honestly. I unzip it, rename it clouds, put it environment, zip it back up, and place it in my TP folder. If I try to use it, it breaks.
Whenever I try to add this clouds.png to a texture pack the texture pack stops working. I drop it in environment, delete the other clouds.png, all that, I have no idea what is going on.
And No problem, it didn't take long at all. I would be interested, but I'm pretty sure Steelfeathers doesn't allow that sort of thing. I think you should consult her first. Who knows, maybe she might even make those blocks you need as alts for her pack!

Hmm, I was looking through your texture pack (grimpack) and I'll see how that looks, and maybe switch that to the main TP for this project if you're okay with it. The only reason I've stuck with enchanted is because of the black nether blocks, overall it's just too bright.
Try copying the "environments" folder from inside minecraft.jar and pasting it inside the texture pack, then putting the modified clouds.png in there. That worked for me. Not sure if Croco15's clouds will look as dark as you want them, but it certainly is darker than normal. As for making them fill the entire sky, I don't know of a way to do that. Really, I'm just posting and hoping that someone with more experience will come help you.

Don't they have kind of a thin grey area between the clouds? The old cloud cover in the beta 1.5-1.6 Last Days pack had a full smog cover above the map. That's what I'm talking about.
Me and a few other people have started Dante's Inferno 1:1 scale. We need new textures for rings such as Gluttony, Anger, Heresy and Treachery. As of now we've used Steelfeathers enchanted, so I suppose you could ask him if you could use that as a base. That works especially well seeing as the netherbrick and netherrack are already black and dungeon like.

I really don't know how to put the clouds.png in it. I try dropping it in a folder named environment but the TP just breaks.

The reason I need this is because I need to create the illusion of a very tall cliff, for my Dante's Inferno project.

A depressing, full cloud cover like in last days.
Gut and organic disgusting blocks for gluttony.
Flaming blocks for Heresy.
Icy blocks for Treachery.
And of course, swampy blocks for Anger.
