Ah! Thanks to you, I found another way of getting water (cheaper than aqueous accumulator, and more compact than BC pump!).
As for the problem you are having, it outputs steam only on the top. The steam is directly output into the liquiducts (similar to RC Boilers), no need of redstone signal. Makes sense. Steam rises up, gets to the liquiduct. Water seeps into the liquiducts from the sides.
I believe that Solar Boiler is the block whose name I was forgetting! You place that in between the mirrors, above an infinite water source block.It will begin to generate steam.
Already tried to generate steam using this boiler, and when I connect boilers to steam turbine with pipes/liquiducts it's only transfer water instead of steam.
It is similar to before, though the turbine is now broken into two blocks. One generates the steam (sorry, but I am not able to recall the name of the block). You can then place the steam turbine directly in contact with the steam-making block, and generate energy. Or you can use pipes/liquiducts to transfer the steam to the turbine. You can also use Railcraft steam.
Oh sorry, I had some kind of problems and solar turbines didn't work for me. I've seen steam turbine in Direwolf20's serverpaly series, by the way Also, can you tell me what "Solar Boiler" does?
