Recently I switched over to Windows 11 from 10 and got this issue. Video should be self-explanatory. I filmed it on camera because OBS didn't catch that, it just shows black screen instead of flickering.
While in windowed mode, everything works fine all the time. If I don't touch anything while the game starts everything is fine too until I switch windows. But if I minimize the launcher for example, this happens right away.
I attached screenshots of a game with debug info and my graphical settings.
I mostly play Simply Optimized with friends where issue exists too and since I need to Alt+Tab a lot it's annoying and I'm forced play with maximized window.
And yes, this happens only to Minecraft, every other game works well in both fullscreen and borderless windowed. Xbox Game Bar is also disabled.

Turned out this was happening to all games that use OpenGL. Solved by installing latest GPU drivers from https://www.amd.com/en/support/download/drivers.html
Driver provided by HP probably too old for Windows 11 resulting in this bug.
