E3s are what quite a few hosts use and I would have to agree for the cost and energy they are the best to use.
RAM is something to keep in mind, although any good RAM should be fine, although 8GB is about the max a server if pushed could use before the CPU maxes out what it can do.
IO is not as important, and any decent HDD does just fine, although an SSD will give you a small boost when reading files.
Internet speeds, better they are, more you can hold, although 100Mb/s offered by hosts is enough to live with.
RAMDisk can help, although I would not really suggest using it. -
