The problem with adding new blocks in SMP is that the client needs to be modded as well. And when a server requires their players to install mods, they lose maybe 50% of the people who don't want to or don't know how to install mods...
It's true. But the clever system of the server allow you to play on any server without change. You don't even have to install something.
But It's true that the modding of the game is a real punch in the face for all the servers motivated for innovation. It may be the reason it is so under-developed.

But, let me show you how hard the french developers worked hard for a perfect combination of a local modding and a server plugin system.
This damn thing add more than 30 new blocks and crafts, plus multiples mechanics. In the video I'll show you, we can only see some blocks, and some of them are a bit buggy, but all of this is truly awesome. I logged in (The server supporting this system is called Minefield), spawned into this place and apparently there was some kind of a demo of thoses blocks going on.
Since 1.5, when the thunder strikes a , it turns into a . But if the lightning strikes a while we are riding it, will we ride the created ? We should test this ****.
