Why are you teleporting the entities? Simply:

It sounds like the OP may want to know exactly how common a given ore is as a percentage of all blocks, in which case the Wiki has a chart showing the percentages of each ore (only actual ores):

The main reason why it fails to find the armor stand is because of the item ID. When 'creating' data, holes are filled in, which includes the namespace of the item (defaulting to "minecraft"). When testing for pre-existing data, you'll need to specify it exactly as it's saved ("minecraft:web").
When accessing pre-existing list data (denoted by square brackets), your input is checked throughout the entire list on the target and not in the order you specify. This means that the first "{}" within the equipment tag is checked throughout the entire list on the armor stand and not just in the first slot. The second "{}" does the same thing, meaning it's going through redundant checks.
Because of that, you cannot detect which slot within "Equipment" and item is in.
The same goes for "Rotation" and "Head".
Fixed command while removing redundant searches:
/scoreboard players set @e[type=ArmorStand] sieve 1 {CustomName:"sieve",Invisible:1b,Invulnerable:1b,NoBasePlate:1b,NoGravity:1b,Rotation:[0f],Equipment:[{id:"minecraft:web",Count:1b}],Pose:{Head:[90f,0f]}}
If you're using 1.9, you'd want to use the "tags" feature to apply custom string data to the entity's "List" tag, so that you only target data within that list instead of all data on the armor stand:
/summon ArmorStand ~ ~1 ~ {Tags:["sieve"]}
/scoreboard players set @e[type=ArmorStand,tag=sieve] sieve 1

That's really nice and needed. I hope you got permission to continue the work though, I would have expected to see something about that in the description.
Also, I was hoping you could make a default realism version of glass that looks more like vanilla glass. Both smooth and default realism have this mostly transparent glass that is really nothing like vanilla Minecraft.

As the update speed is very slow, I have created the missing textures and modified some of the textures. This is just an addon as I am not allowed to modify the whole pack and upload it. As of 1.7 you can select more than one resource pack, you can just select the original pack, then overlay this addon on top of it. This addon is not completed yet and please stay tuned for more updates!
