Thank you for the offer but we will most likely get a small unmanaged dedicated server directly from a datacenter. Mainly due to the fact that this will be more cost efficient than getting a server with support options.

If you just want to create a LAN game for your kids, you are right it should not be hard and it usually isnt. Usually once you have one computer hosting the LAN game you should automatically see the "server" when you click on multiplayer. Something that can get in the way though is your firewall / antivirus program. This applies to both computers (Incoming connection and outgoing connection).
IOS devices and Android devices run on a completely different type of minecraft. This meaning, no you can not connect your IOS Minecraft Pocket Editon game into your PC LAN game.

Having the files on your computer is not possible at all, since the server needs those files to run the minecraft environment. The only thing I can recommend you is the following program. I do not know if it still works, since craftbukkit was taken down, but it is able to send commands from your pc to your server: http://dev.bukkit.org/bukkit-plugins/bukkitgui/

The way you are explaining it is impossible as said by GForce. Buy could you give a maybe more detailed description of what features you would like to have on "your pc" ?

I am starting up a server inspired by Eurasia role-play. As it is unfortunately down now I am wanting to start a similar role-playing server with a thriving city, a great community, focused around economy and role-playing. I already have all of the resources needed in order to make this server with amazing quality and create it quickly! That is of course, with the exception of funds needed to run the server. I would only need $8 worth in order to get the server running for its first month, which would already give our team enough time to build all necessary components of the server and begin its journey! On line 313 - 402 there is an error for the Craftbook plugin. I do not know if this is the cause for the overload but I belive you should check it.
