What he means is go get some work and save up.
Chances are you're not going to find any good "computer giveaways" anywhere in Libya. Even on the American Black Friday there'd be sales on computers and computer equipment that cut prices by more than half, but you'll still be looking at over a couple hundred dollars for a good one. Even on Cyber Monday, and even then those deals may be region locked so as to rake in on the American hyp for Christmas.
Your best bet for deals like those is to immigrate, but that's a lot of extra costs just for one computer. -

Is there any good PC giveaway? Because I really want to win a PC to replace my old banana-of-a-computer.
No, but if you mow enough lawns you can get one. -

Okay then. Can I upgrade it with an SSD and an external graphics card? Because there was this one time where I upgraded to Windows 10 and I liked it very much. But my graphics card's drivers were not available in Windows 10,so I couldn't play any games.
There's no point. That netbook is at probably 10 years old at this point.
You could get a nicer computer for the cost of a SSD. An external GPU setup will cost at least $200 for a PSU, adapter, and a bottom-line GPU. And it'll still be insanely slow. -
