If there's anything predictable about villagers it's that they're unpredictable. I have to admit I chuckled out loud at the mention of villagers riding in circles on your minecarts.
OK, this is not necessarily a challenge per se but more of a "project". With so many "I'm bored and don't know what to build next" posts I figured I'd throw something in the mix that would be a bit of a challenge as well as time consuming.
For those that aren't familiar with Superman comics... go read some first or you won't know what I'm talking about. Those that are familiar know the story of the miniature bottle city of Kandor. It's just what it says... an entire miniaturized city inside a bottle. Superman keeps it in his crystal stronghold.
Anyway... to the meat of the "challenge"....
With the introduction of Deep Ocean biomes it's now possible to build even larger structures completely submerged so why not build a submerged city (village). I know this has been suggested many times before but the in this case the kicker is that it's built inside a massive sphere of glass blocks. City in a bottle.... get it!?
I'm in the process of doing this now in my current world. As I said, it's not so much a "challenge" but an on-going project. Incorporate anything you want into it and make it your own. In my case I'm making it totally self-sufficient and also accessible only via a network of nether portals. Again, no set rules, go at your own pace, add what you want. Anything goes.
Feel free to comment, flame, complain etc.
I like the Wayukian pack. It alters armor significantly (read - NO MORE BUDDER!) and also makes blocks like lapis, chiseled sandstone and redstone much more decorative.
Second choice - John Smith Legacy.
Mineshafts still exist. It's just a matter of luck as to how many and where they are. Some worlds you can't fall in a ravine without hitting a shaft... others you might dig for days and not find one.
One word - (OK, two words) - LAVA TRENCH. Simply for aesthetics of course but it would be nice to be able look out a large window and see the sea floor with a long (glass covered) lava trench stretching out in the distance.
The superflat desert preset is pretty challenging. I have one going now where I tweaked in mineshafts, stronghold, lakes, lava lakes etc. Finding a reliable wood source can take a while because all of the villages are made of sandstone. Just have to keep searching for saplings or mineshafts.
Just be thankful that we no longer have the earlier version of brewing which required another type of base potion called the "mundane" potion. Awkward and mundane, uncomfortable and boring... at face value they don't make a lot of sense but then again neither do creepers, endermen, asexual farm animals or zombie pigmen.
We have no clue as to what diabolical dealings went on in the inner sanctum of the Mojang collective and perhaps that's for the better. Mwahahahahahaha!!!
Curious.... have you tried this with a bow with "Infinite" enchant? Don't know if the mechanics are any different but since those arrows can't be picked up for re-use they might act differently in your scenario.

Least Favorite: Exploring that first Nether Fortress for all of about 2 minutes and getting caught and lit up in a Blaze / Ghast crossfire.

Witches now spawn virtually anywhere (light level permitting) with about the same frequency as Endermen.

Not being able to pick up the arrows is specifically why I suggested trying the Infinity bow. Re-read the OP and you'll see what the issue is.
