Ok, I code, I write mods for Forge. I haven't looked into a second arm directly, but all you need to do is make two items render, one on each side, and cancel any right click actions on the right hand arm, and send them to the left hand item. So, I don't think it is that difficult with Forge, and it would be even easier with the source code that Mojang has open access to.

To be honest, Lua is not a very good example of commonly-used programming languages (most languages use braces and parentheses, not colons).
Also, programming IS logic, just in a different, more involved form.

EDIT: I also checked MSDN, there are no WinAPI calls for Cortana.
