All our servers are 1.6. This is a good idea for our VIP server. On our VIP server we have multiple maps like Cops & Robbers and Wipeout so having a horse race map would be sweet. I'll start working on it this weekend.

Speaking from previous bad experience, could also be your server host. If you're hostin it yourself, then it could be anything. If its a map that you've been using for a while, could also be a corrupted chunk, or too many entities in one place.

I'm fine with using third party programs to chat. A lot of Minecraft servers have a teamspeak, ventrilo, or mumble chat server available for players. We personally have a Mumble server with 50 open slots.
Look up "essentials command reference" on google. Should give you a page with all of essentials commands. The node you are looking for will be at the bottom under the "none" category I believe.
$100 won't even buy you a used computer that can run Minecraft. You need to buy a new computer worth at least $400 to be able to run Minecraft with optifine and low settings.
You would have to tie it with scoreboard and create teams within the scoreboard. Then you can use the command blocks to "testfor" how many teams there are.
