What about practice arrows that bounce off players causing no damage?
Maybe add iron arrows which are strong enough to penetrate armor and cause more damage to armored players.
Iron would be alright. Arrows really ought to have tiers like the melee weapons anyway. Flint, stone, iron, diamond (real life would be obsidian but Minecraft obsidian doesn't work that way).

I like it, but the radius seems a little small. Also, I kind of like to hide things behind walls so not to ruin athstetics. so would it work through walls? For me, it would only really be good in Adventure maps if you could dispense it into a cauldron, because the potions don't last forever. Currently in 1.3 dispensers have been upgraded, I think you should be able to fill a cauldron with a dispenser with a bucket of water. Then you could dispense potions too.
How is having everything hidden behind a boring wall not ruining aesthetics?

And I'd rather not have redundant gunpowder items in the game. So it's either remove the delay from redstone or get over it.

That's what we call a useless difference. If that's all this has going for it, the detonation delay can just as easily be removed from redstone.

I like the idea though. Colored light may be difficult, I don't know how Java works.

Anyway, it's a desert. It's not going to be pretty. And you shouldn't be able to till and such in a desert anyway.
