Seriously? OpenGL is in C (C++ or some slightly different variant I think). As well as DirectX (I think). Those are pretty much the two biggest 3D thingamawhatsits (For lack of a better word) that 3D stuff is programmed in. Java isn't the most efficient at 3D either (Not completely sure). The majority of (good, Minecraft of course is an exception) 3D games are programmed in a C language.

I don't think you can do that, but you can check a seed to see if it meets your requirements without having to generate one in-game and explore it.
